Honourable Colonial Secretary,

Real 227 JUN 19 Before I decide upon what course I shall pursue with reference to the persons who instigated the people to resist the occupation of the territory I want to know exactly what statements have been made and what concrete facts asserted up to the present. I have seen no statement referring to any individual, outside the murderers of Tang Cheung, that gives the particulars upon which a sound judgement can be formed.

When I have such particulars I shall be in a position to consider the possibility and expediency of carrying out your suggestion.
